It has occurred to me that Dragon City Security (or DCS, for short) might have something more going on than what we're let on.
This was clear to me the moment they brought out the mag-cannon in episode 23.
Look at the size of THAT! It's bigger than Abandonn!
So, we can only guess that DCS is responsible of looking after the city's security on all fronts. Both inside and outside.
The fact that Faier has the authority to order the firing of a weapon of that kind in the middle of the city, means that ultimately the Captain holds a great power and authority, much more than what it would feel like at a first glance. (This links with the thread about DC's government, so let's cut this here)
Back to DCS at large...
In all instances that have been shown to us in the series, DCS acts as nothing more than a police unit. Arrests criminals, ensures order, performs investigations, and so on.
However, an occurring thing is how the agents are unable to fully cope with high-level emergency situations or things that aren't exactly by-the-book. (Episode 6 is a good example; even Faier and Cuffs cannot manage too well against an admittedly small group of rider-less dragons)
I'm not saying that they are not trained, but it is most certainly clear that they are not as dutifully trained as their occupation would imply.
There's also this thing where most agents use biped dragons (Episode 29; two officers pursue Chute and Artha on Magma-class dragons), which seems to be a preference, although it also mentioned that the DCS uses other classes, namely Bull- and Earth- classes to tug their mobile stations and mobile jails. My guess is that it comes from a similar context to what we consider highway patrols (You need a faster car to catch a fast car --> You need a faster dragon to catch a fast dragon).
They have also very similar equipment types (Green Trapping gear -> Taser gun; Purple Glue gear -> Spike strips; and so on), which also means that DCS could have specialty-based sub-sections, like demolishers, breaching units, riot control squads, IT experts and so on.
I'd say that's that for now from me, as i have no other things to bring up of what i've noticed about DCS.
Like most of the other things, the series never goes too deep in this kind of things, so what we're left with are good guesses and speculation.
